Operation not permitted error while calling ioctl fucntion

Hi,

I wanted to set the line discipline for CAIF in ril for modem cummunication
in reference0ril.c. But I am getting  Operation not permitted error while
calling the ioctl fucntion.
Can some body tell me why this error is coming and how can I remove it.
